The Law No. 76-FZ mostly deal with issues devoted to registration of individual businessman. According to the Law No.76-FZ the United State Register of Individual Businessman will be created in Russia in addition to the United State Register of Legal Entities that was established last year.
Individual businessman registered before 1 January 2004 should present a number of documents to the registration office before 1 January 2005. If some individual businessman will fail to comply with this requirement he will automatically lose his status of businessman on 1 January 2005.
The Law No. 76-FZ also solved a number of issues devoted to legal entities. For example, it is allowed for any person to obtain a copy of company constitutional documents. On the other hand it is prohibited to provide passport data of natural persons to other persons and entities, except to state bodies. As normally limited liability company constitutional documents contain passport data of its participant shareholders the registration office in practice refused to give a copy of constitutional document on the above ground.
The Law No.76-FZ clarified this issue and directly pointed that the limitation regarding passport data does not relate to granting copies of the constitutional documents to any interested person.
