Prime minister of Russian Federation, Mikhail Kasyanov, has signed resolution no. 496 which oblige to licence any activity regarding transport or acceptance of aqua resources, including fish, as well as animals and plants living in water.

According to this document, carrier (a juridical person or a private businessman) has to be in possession of one or several boats which are registered in Russia and meet all the requirements of safe seafaring.

The licence is valid for a period of 5 years and issue process takes about 2 months from the date of application. The licences which were issued before executing of this new resolution are valid through the originally determined period of time.
