At the next meeting of the joint Russian-Norwegian Fisheries Commission to be held in November 2002, the Russian side, among other issues, plans to propose a system of the so-called deferred settlements for cases of fishery violations.

It is suggested that if a vessel engaged in fishing within the Norwegian EEZ is found to break the regulations, she should not be arrested and taken to a Norwegian port, but allowed to continue fishing. Depending on the situation, the vessel’s captain will have to pay a cash fine immediately or, in more serious cases, the shipowner will have to appear in court.
