Custom declaration routines

The State Custom Committee of Russian Federation has finally made a resolution that regulates the custom declaration of Russian trade vessels returning from technical service outside the custom jurisdiction, including ship repair. Russian trading fleet has waited for this document for a very long time.

The core issue of the document is the fact that it’s not necessary anymore to pay customs and taxes, if the made repair hasn’t caused any change in the book value of the ship.
The rules of custom declaration have been altered as well, and now process of declaration is divided in two. As the first step, the captain of a vessel returning from a repair made outside Russian Federation has to deliver to Russian custom a notice that explains what kind of work has been done. As the second step, the registered owner of this ship has to deliver a written notice regarding the volume and value of repair-work that was made and book value of the ship before and after the reparation. This has to be done during 15 days after arrival into a Russian harbour. This notice will be considered as a custom declaration.
Further the custom will check the information and so far there is no concern, they will approve the notice. This is the final step in custom declaration of a ship.
