Starting from 30 June 2003 the new Rules on Technical Operation of Petroleum Storage Facilities came into force (the “Technical Operation Rules”). Technical Operation Rules were adopted by the Order of Ministry of Energetics of 19 June 2003 No. 232.

Technical Operation Rules are obligatory on the whole territory of Russian Federation and provide requirements for operation of petroleum storage facilities, its territory, buildings, constructions, equipment, procedure for acceptance of petroleum, its storage and dispatch as well as some other issues.

One should note that according to the Federal Law No. 128-FZ of 8 August 2001 “On licensing of certain types of activities” storage of petroleum is among the activities subject to licensing.
