Scientific quotas to pay off the monopolist?
Posted on Friday, July 12, 2002

During the assembly of “The Union of fish manufactures of the North” its executive director, Nikolay Tropin, expressed his concern regarding further distribution of the scientific quotas between the fishing companies of the region.

As the consequence of the decision made by the regional fishery council, 15 vessels owned of “Sevrybpromrazvedka” were taken over of “North-west fishing company - Murmansk”. Further, a part of the vessels will probably be transferred to FSUE “National Fishing Recources” and PINRO. However the final decision will be taken on high authority level, and not in the region itself. What does it mean to us? Fishermen who are the members of the Union, by the way “CZRK-Murmansk” is also a member, will lose the opportunity to execute contracts with PINRO based on scientific programs, - says Tropin.

The executive director is sure that very soon all scientific quotas in Murmansk region will be concentrated in hands of only one company-monopolist. Taking in consideration the shortage in industrial quotas and disability of many fishing companies to acquire additional values at an auction, it seems that business of small fishing companies is in jeopardy. At the moment the scientific quotas help such companies to survive, and it means that if they lose the possibility to work for scientific organizations, ship-owners will be forced to hold their ships in harbours most of the time.
